There's always a trouble maker in every crowd. It's my turn. I question some of Mrs. Hoyer's "facts".
Volleyball simply is not a popular spectator sport in this country. You have a few college hot spots where there is great fan support. The harsh reality is the vast majority of four year college and JC volleyball teams usually are attended by a handful of fans. In many cases its not much more than family and friends.
Many times professional leagues were attempted in the United States. Every one of them ended quickly in bankruptcy or insufficient funds to continue.
Professional beach volleyball in the U. S. is the only "professional" sport where the majority of games are free to the public. That's because the public won't pay to watch except for the semi-final and championship matches despite all the marketing gimmicks used at beach tournaments.

I still think that more resources from the NCAA need to be directed to women's volleyball and other women's championship events. Title IX accomplished a lot, but the legacy of minimizing support for women's sports continues. So, I take your points, but I'm still in favor of tilting more towards the women.
